Historical Background

1867:
When Canada was founded, the Constitution gave religious minorities (Protestants and Catholics) of Upper and Lower Canada, the right to manage their own educational institutions.

Spring 1994:

Formation of a committee seeking to open a public school with an educational project promoting Evangelical values. A.C.E.P.H. (Action commune pour l’école publique Harmonie)

November 1994:

Election of Mr. Robert Filteau as commissioner for the South Shore School Board.

----------------------------------------------------

1994 to 1997:

Actions undertaken with the South Shore School Board in order to obtain permission to open a school based on Evangelical values.

(Requests were refused)

1997:

Without the consent of the other founding provinces and following the request of the Quebec Government, the Canadian Government agreed to amend Article 93 of the Canadian Constitution, depriving the religious Protestant minority of its fundamental rights in education. This brought about the new structure of linguistic school boards in Quebec.

September 1997 to March 1998:

Once again in the hope of obtaining permission to open a public school based on evangelical values, several representations and negotiations were undertaken, but this time appealing to the interim counsel of the Marie-Victorin School Board.

Spring 1998:

The interim counsel authorises the establishment of a French Protestant school with an educational project based on evangelical values. (La Farandole school)

November 1998:

Re-election of Mr. Robert Filteau as school commissioner, but this time for the Marie-Victorin School Board.

June 2000:

The Quebec government adopts bill 118, to come into effect July 1st 2001, forbidding schools from having a religious educational project. “La Farandole” school is obliged to close down and its students are directed to other schools in their district.

From 1997 to 2002:

The “A.C.S.F.P.Q.” (Association of the French Protestant educational communities in Quebec) that represented twelve (12) French Protestant schools with educational project based on evangelical values, undertake a series of long legal proceedings:

               • Victory of the first entreaty to the Superior Court.

               • Reversal of the decision in the Court of Appeal.

               • Refusal of the Supreme Court to hear the case (October 31, 2002).

March 2003:

Granting of a provincial and federal charter for the establishment of the

“To Live a Heritage Foundation” under the chairmanship of Mr. Robert Filteau.
